Why did the civil rights movement run into difficulties in the 1960’s?

The following will examine why the civil rights movement run into difficulties in the 1960's. The difficulties that the civil rights movement experienced included violence, hard to solve problems, failure in Chicago and different organisations fighting. In this essay I will be discussing how these complications run into difficulties in the 1960's. The first cause for the difficulties was that president Jonson ignored a report. The report that he did ignore was the cornel report. The government had to act due to the riots. So president Johnson starts an enquiry, the enquiry finished in 1967 which was called the cornel report. The conclusion of the report was the reasons for the violence are because of the social and economic problems which occurred in the ghettos. This requires money to solve problems, which means the government has to intervene. However president Johnson ignored the report, this caused violence to increase. The reason why he chose to ignore the report was due to the fact that the elections where taking place and so he wanted the white citizens vote, furthermore if he is seen as being of assistance to the black citizens then he will be considered as a communist which will cause him to lose more votes. To summarise why the civil rights movements run into difficulties in the 1960's was because the president ignored the report as he was only thinking about himself, this can be portrayed as being self absorbed and due to this it resulted in additional violence. I think that this is quite important because it displays the president's selfishness. The second cause of these difficulties was that the government took money for the Vietnam war. This money was taken from the ghettos which was meant to be used to assist deprived African Americans but later the president decided to use it to invest guns, tanks, food, bombs ect which where required for the war. The relationship between Martin Luther King and the government begun to lead to a disappointing out come. Their relationship conducted to this consequence due to the fact that Martin Luther King begun to get increasingly angry as black Americans where not getting the assistance which was required, therefore he felt as though he had to say something to President Johnson but Martin Luther King was in dichotomy as he did want to tell the president that only when a war is taking place, Black Americans are considered equal but in reality they are not equal also there is no reason for America to get involved in the war so why is the government using the money that can be used to help poor African Americans in the ghettos. On the other hand he didn't want to criticise the government because Martin Luther King believed that no further action or change will occur if he treats the government in this manner. In April 1967, Martin Luther King launched a scaling attack on President Johnson where he crucified him verbally by saying that the war was uncivilised; it took money away from where it was essential in addition black Americans cannot be considered equal when the government wants them to be equal. The presidents reaction to this was to make sure that no further assistance is given to Martin Luther King due to the criticism and the money went to the war and not the ghettos. To summarise why the civil rights movement run into difficulties in the 1960's was due to the fact that the Vietnam war required money and the only place where money could have been obtained was from the ghettos which was supposedly meant to help underprivileged African Americans, however Martin Luther King disliked this idea therefore he criticised the president and due to this disapproval, the president decided not to allow any further change. I think that this is more important than the president ignoring the report, as it displays that one cause of the difficulties was because the president got criticised and therefore he did not want to give any additional assistance for the future. The third cause was that the black citizens rejected Martin Luther King in the North. This was because he didn't understand that people are not concerned with formal desegregation or right to vote. They were concerned with social and economic problems which displayed no signs of preventions. In addition the people knew little about Martin Luther King's exploits and achievements in the South. They didn't share his Christian outlook and where less religious than he is also they where less convinced with the idea of a non-violent protest. To summarise why the civil rights movement run into difficulties in the 1960's was because people in the North have not heard about Martin Luther King, they didn't understand what he has managed to achieve in the South. They only knew that changes happened in the South due to crisis being occurred, which where displayed in the media. The media did not demonstrate that Martin Luther King had caused these crisis to arise so that action will take place and therefore this lead to the rejection of Martin Luther King in the North. I think that this is very important than the government taking money from the ghettos because it shows that Martin Luther King was prepared to make change occur but the Northerners rejected him. The fourth cause was Martin Luther King's incorrect tactics in Chicago. In January 1966 Martin Luther King took his strategies of non violence to the north to try to address the problem of segregation. Chicago was selected as the target. There were major problems to overcome in making this conversion from the south to the north. Martin Luther King had not fully thought through the tactics he intended to utilize and Richard Daley, the Mayor of Chicago, was unlikely to react to demonstrations in the same way as Connor or Clark. The divisions between the SCLC and the local Chicago activists made organisation complicated. The demonstrators entered an all White area called Marquet Park, they were faced by racist abuse and cruelty. In the face of the disturbances, Daley made vague commitments to promoting integrated housing, but the reality was that little changed in Chicago. In the aftermath of his failure in Chicago, Martin Luther King turned in other directions. His concerns became increasingly focused on the economic plight of the poor of all races and at the time of his death in 1968 he was planning a â€Å"Poor People's March†. in the meantime, the civil rights movement had moved in new and different directions. Due to all the chaos caused, Martin Luther King was portrayed as a nazi and communist. He believed that even though there wasn't a positive outcome, he managed to gain moral high ground however he didn't understand that even this was not achieved as the citizens of the north where not going to stay quite. To summarise the reason why the civil rights movement run into difficulties in 1960's was due to the fact that Martin Luther King did not understand the social and economic problems in the north he only believed that racism was present and because of this the social and economic problems had taken place, but this was not the reason, the reason why there where social and economic problems was because of the poverty trap which had prevented the African Americans from getting a well paid job that can support them as well as their families. I think that this reason is more important than the previous factor because it illustrates that the citizens in the north had rejected Martin Luther King as they didn't understand who he was and therefore moral high ground was not obtained which lead to the chaos created in Chicago. The final cause of the difficulties was the rise of black power. There had been divisions in the civil rights movement since its inception. These gained in pace in the mid-1960's. the ideas of Black Power did not form a coherent ideology in the same way as Martin Luther king's ideas of non violence. Martin Luther King's tactics had been a valid strategy in the context of the legal racism of the south and had operated to undermine the discrimination. It had been clear from the events in Chicago that these methods were not relevant to the problems of discrimination in the north. Therefore, northern black Americans were looking for ideas that were appropriate to their position and Black Power seemed to offer answers to their social, economic and political problems. Many of the ideas Black power were derived from the teachings of Malcolm X. e had been involved in pretty much a lot of crime as a young man, but whilst in jail he had converted to Islam, changed his name from Malcolm Little and had become a member of the Nation if Islam. He was an inspirational speaker and his ideas included the following elements: a belief that blacks should distance themselves from white society and not attempt the integration advocated by Martin Luther King and his followers. He believed that blacks should develop their own organisations and self-help completely separate from those of white society. These ideas of segregation were derived from Marcus Garvey whom Malcolm X's parents had admired. A belief that non-violence in the face of white aggression was not an appropriate response. He argued that when blacks were faced with white oppression then armed self-defence was permissible. However, although he preached this position, he himself never directly engaged in violence, which was led to come debate as to whether he was merely using the language of violence to achieve concessions from the authorities. In 1964 Malcolm X parted from the Nation of Islam and was assassinated the following year by members of the Nation of Islam. In 1966, James Meredith decided to march from Memphis, Tennessee to Jackson, Mississippi in an attempt to encourage voter registration under the new Voting Rights Act. Meredith was shot by an unknown assailant and unable to continue the march. A number of black organisations decided to complete the march. These included SCLC, SNCC, CORE, NAACP and the National Urban League. Events reinforced the divisions between these various groups: NAACP and the National Urban League did not participate because of disagreements with the SNCC. Other divisions also emerged between the SCLC and SNCC and CORE. A month before the Meredith March, Stokeley Carmichael had become the new leader of SNCC. Under his leadership, SNCC was to become increasingly radical. As the March made its way through Tennessee and Mississippi, two rivals sets of slogans begun to be chanted. Followers of the SCLC maintained their call from â€Å"Freedom Now†, but increasingly, the shout of â€Å"Black Power† could be heard from the SNCC and CORE supporters. There Meredith March therefore marked a shift from the non-violent tactics of Martin Luther King to a more radical phase of action. To summarise why the civil rights movement run into difficulties in the 1960's was due to Black Power because they where seen as an influential organisation that was able to obtain requirements for equal rights by using violence. The use of the violence inflicted an assortment of riots and chaos in the towns which resulted the civil rights movement into a failure. I think that this is the most important cause and that it is more important than Martin Luther King's incorrect tactics because due to the Black Power Martin Luther King's march in Chicago was seen useless as the black Americans believed that their rights cannot be attained by the use of non violence so therefore they turned to violent actions which showed that they can get what ever want by using violence. In conclusion, the reason why the civil rights movement run into difficulties in the 1960's was due to various factors. These factors included president Johnson ignoring reports because he wanted the white Americans to vote for him and if he was seen assisting the African Americans then he will be considered as a communist this will result in him gaining less votes; lack of government action was the second factor, as the government used the money for the Vietnam war that was preliminary meant to be used for the ghettos. Martin Luther King disliked this idea and therefore criticised the president, and then the president came to the decision of not assisting the black Americans again because he got criticised due to his actions; the third factor was that the black northerners rejected Martin Luther King and they did not follow his idea of moral high ground which lead to violent in the towns; Martin Luther King's incorrect tactics in Chicago was the fourth factor, as he didn't understand that the poverty trap caused the social and economic problems and not due to racism and the final cause was Black Power, as Malcolm X said that you have to fight for what you want. Malcolm X didn't exactly say that violence will obtain what is required but this implies that by the use of violence you can get what you want. All these factors display why the civil rights movement run into difficulties in the 1960's it also gives the historian additional information about the influential figures of 1960's America.

Cresia Reese English 1020 Prof Sparks Traditions of scapegoating found in â€Å"The Ones Who Walk Away from Omelas† and â€Å"The Lottery† The various cultures that exist in the United States all have different ways to scapegoat a variety of people and cultures in society today; as depeicted in the fiction stories â€Å"The Lottery† by Shirley Jackson and â€Å"The Ones Who Walk Away from Omelas† by Ursula K. Le Guin.In â€Å"The Lottery,† is a story about a community that has passed down a tradition of death by stoning for many years, this person would become the scapegoat of the community. In the story â€Å"The Ones Who Walk Away from Omelas†a community has a hidden secret which involves the captivity of one person who has to live a life of despair in order for a community to thrive. In comparing both stories to life as we know it today, we have found that there are traditions which have been passed down in our communities and eventually l ead to a person to become the scapegoat of the community.How do our various cultures today allow passed traditions to use individuals as scapegoats just like we find in our fictions stories? The word scapegoat means, a person or group made to bear the blame for others or to suffer in their place. The idea of a scapegoat applies to both stories in the same manner, a person is used as a scapegoat to uphold there communities. Both stories use traditions of there past ancestral history to use a person as a scapegoat to carry on the behaviors that were passed down to them via traditions.Shirley Jackson was an author who used a perfect example of scapegoat in her stories. â€Å"The Lottery† brings us to the scapegoat aspect of this story you see that the traditions in the community allows for another scapegoat victim every year, they are stoned to death in a symbolic process. Ursula K. Le Guin also used a scapegoat the hidden person to hold up a community and keep it from the dange rs of the outside world. These traditions were passed down by the ancestors of the people who currently live in this place. Also in â€Å"The Ones Who Walk Away rom Omelas† there are several people who have chosen to walk away from the hidden secret that was revealed to them and they did not wish to remain in that community any more. The hidden secret was symbolic as a scapegoat because without this person this community would have failed based on passed traditions. To compare the traditions of stoning a person to death and hiding a person to up hold a community are both forms of scapegoat. The scapegoat matters in both the stories and show that as human beings that we believe in history and certain traditions in our communities.Also people and things are used as scapegoats as passed down by traditions and as a symbolic way to forge ahead in life, so they do not hinder there communities. Why should the people in our communities not follow along with the traditions of the past ? Because we feel that these traditions followed by our ancestors did not prove to be right and they should not be followed in the current times. When you think about the story â€Å"The Lottery† you have been thrown a curve ball, most people think about a lottery used in our current day and age where you have a slim chance of winning something good like prizes or money.We soon come to find out that a lottery in this story is all a sham; â€Å"At mid morning on a late June day a peaceful village crowd gathers on the square for the annual lottery. The procedures have been handed down over generations with little change. While in the harmless process of drawing lots the villagers reveal their excitement. Suddenly, when the winner is selected, the innocent game turns out to be a horrifying sacrifice: the winner is stoned to death for the welfare of the community. Such is the limited picture that could be given of Shirley Jackson’s ‘The Lottery’. (Schaub 1) A s we find out in this story there is another thing that also stands out in this story and that would be the black box in this story. In the story the black box is used as a way to single out one person to be the winner of the said lottery. The black box is a symbol in the story of the way to reduce the size of a community. This is why they held the lottery each year they would bring all the families together in the square and have them to pull a slip of paper from the box and eventually at the end of the gathering one of the residence in this community would lose there life.We can see that scapegoats are recognized in both objects and actions as we find in both stories â€Å"The Lottery† and â€Å"The Ones Who Walk Away from Omelas†. In â€Å"The Lottery† the pulling of a name from a black a black wooden box and then there was the death of one person at the end by being hit with stones. The character (Tessie Hutchinson) was one who was always ready to be the one to throw the stones, but when it came time for her to be the on being hit by the stones she felt that it was not fair and or right. â€Å"It isn’t fair’ she said. A stone hit her on the side of the head† (Jackson 218).You have (Tessie Hutchinson) who was very excited every year to be a part of the traditional lottery process and when it came time for her to be stoned she was the scapegoat in the traditional process. Then we move on to â€Å"The Ones Who Walk Away from Omelas† where there are several characters: one (the child) who was forced to be the scapegoat, and al the ones who walked away from the community (many people). They all chose to be free from the scapegoat act of holding this child to support the community which was free of all major problems that many communities face today.The issues today in different cultures, religions, and stories using people and things as scapegoats to uphold current and traditional believes. Moving forward to comp are the scapegoats used in both stories to show how our traditions, which are passed down still eventually lead to people to being used as scapegoats in our communities today. â€Å"So that the lottery is to be understood as a modern representation of the primitive annual scapegoat rite† (Schaub 1). This information hits the nail on the head as the lottery process is a primitive act that we are not sure why this was even being done and it was never explained.In today’s society there are still several groups (cults, religious groups, & clubs/organizations) that are secluded from most communities and societies today. We know some of these groups have different rituals and rules as to who and how you are allowed to become involved. These rituals most times come from traditions which were taught by the ancestors of the leaders or promoters of said cults and groups. The definition of a cult is listed as Sociology: A group having a sacred ideology and a set of rites centerin g around their sacred symbols or ideas.

Some of the children who are bullied lack assertiveness skills. Also, being different in some way such as being from a different ethnic group increases the chances of being bullied. In addition, children with special educational needs, with a physical disability or mild or moderate learning difficulties are also at risk of getting bullied. Researches conducted by Petterson, DeBaryshe and Ramsay (1989) also identifies factors at home as reasons for bullying. Factors such as lack of warmth between the parents or among other members of the family, use of physical violence within the family or lack of clear guidance for behaviour to the children or even lack of monitoring of children’s activities. Study conducted by Olweus (1980) in Norvegia also indicated links of family background to bullying. For bullied children, Olweus (1993) found that over-protective parenting may increase the risk of being bullied. Children in over-protected family environments usually do not develop skills as much as children who are independent and hence become vulnerable by the bullies. Bowers, Smith and Binney (1992) conducted research on the children’s, who are either the bullies or the victims, perception of their families. They studied and compared the perceptions of bullies, victims, bully/victims and control children. The study indicated that many bullies and bully/victims perceived that their families were relatively lacking affection among the family members. The study also revealed that there were very poor monitoring procedures. The children who are only involved in bullying perceived that their families have power relationships between the siblings and the other members of the family. In this case of bully/victims the children perceived difficulties with the parental behaviour such as punitive ness and lack of involvement. The children perceived that their parents were more concerned about their own position in the family. (Smith, P. K. et al, 2007) Peer-level characteristics associated with bullying and victimisation Peers are considered to be the most influential group in issues related to bullying. Various studies such as Espelage et al (2003), Pellegrini Long (2002), Rodkin et al (2000) have studied the influence of peers in how individuals take to aggression and bullying. Homophily Hypothesis This hypothesis is based on the similarity of individuals within a group. In the late childhood and early adolescence, the peer group becomes extremely important for the individuals. During this time, the peer group involves in similar behavioural dimensions such as smoking, academic achievements and so on. This similarity within the group is called homophily. In studies conducted on middle school students, homophily was found to be true in explaining the extent of how much the peer influenced each other in bullying their peers. The effect of peers was found to be higher for bullying than fighting. This provided evidence that peer influence plays an important role in low-level aggression than fighting. It was found that students generally hang out with the kids who bullied others. It was found that the students who bullied at similar frequency were found to hang out more. Dominance theory Dominance theory is based on the observation that during the early adolescence, children look to increase their dominance. Pellegrini (2002) observed that the transition to middle school requires children to renegotiate their dominance relationships. Bullying is found to be a deliberate strategy for attaining the dominance, especially in a newly formed peer groups. Studies indicate that bullying was used more frequently by boys who targeted their aggression towards other boys during this transition. This theory is structured around the complex interaction among the adolescent for the need of dominance, changes in the social surroundings and peer-group structure and the desire to interact with the opposite sex. Attraction Theory Attraction theory is based on the change in behaviour of young adolescents. It focuses on their need to establish a separation from their parents and also become attracted to other people in their age group who possess characteristics that is a reflection of independence. This independence can be interpreted as delinquency, aggression, disobedience and similar characteristics. In this period, these adolescents are less attracted to individuals who possess characteristics of childhood such as compliance and obedience. This makes these early adolescents attracted to peers who are aggressive. This was also found during a study of 217 boys and girls by Bukowski, who found that the girls and boys were more attracted to aggressive peers when they entered the middle school. The increase in attraction for aggressiveness was more for girls. The different theories, especially the homophily hypothesis, dominance theory and attraction theory demonstrate the complex nature of bullying during the early years of adolescence.

Suicide in Northern Canada: A Sociological Perspective Suicide in Northern Canada: A Sociological Perspective from Two Contrasting Views Joel Ontiveros I. Introduction A growing suicide problem has plagued an indigenous community in northern Canada. Different indigenous communities have had a spike in suicide and attempted suicide due to many social and economic issues. In this essay, I aim to contrast two sociological perspectives of Emile Durkheim and Karl Marx in relation to how and why the native population in northern Canada is having a suicide crisis. II. Suicide in Northern Canada In the Pimicikamak Cree Nation in northern Canada there have been six deaths from suicide within the first months of 2016. In addition to these there have been one hundred and forty attempted suicides within the same indigenous community. According to the New York Times article, [a] Wave of Indigenous Suicides Leaves Canadian Town Appealing for Help, author Liam Stack claims that this wave of suicides is attributed to a faulty relationship between the Canadian government and the native community. The area residents live in extreme poverty and have an unemployment rate of eighty-five percent. Moreover, the native communities poverty leads to a sense of alienation from the non-native southern Canadians who live a more comfortable life. The community and other native communities in northern Canada receive no government investments and do not have access to employment. In addition, there are no hospitals and mental health institutions for hundreds of miles away from the communities. The community, only [has one] fill-time mental health worker [who] has no medical or psychological training, just a bachelors degree in social work.[1] Stack claims that the lack of government cooperation with the communities and trauma from colonialism is what led up to this epidemic. In retrospect, the natives were forced into an alien culture and were stripped of their ancient culture. III. Solidarity and Anomic Suicide From a historical point of view, Emile Durkheim would argue that the spike in suicides in northern Canada is a result of the historical transformation from a more primitive mechanical society to [a] more organic society.[2] Durkheim claimed that a mechanical society is attached together by the common duty that everybody merely does the same type of things. In a mechanical society, all individuals would have a job to fulfill, such as hunting or gathering. This mechanical solidarity would result in individuals having a place in society and feeling a sense of belonging. It is evident that before the Americas were colonized, the natives lived in a mechanical solidarity system that consisted in every individual having a role. These determined roles focused on the collective and did not emphasize individualism. In contrast, once a society has a larger amount of people with more interaction, what Durkheim termed dynamic density, then that society will convert to an organic solidarity, Addit ionally, a division of labor is a factor in this social paradigm. The society becomes more efficient in production because the division of labor demands that the majority of individuals become specialized at a certain task. He believed that anomie happens in an organic society, which is defined as A sense associated with organic solidarity, of not knowing what one is expected to do; of being adrift in society without any clear and secure moorings.[3] Indeed, the native population in northern Canada has become a victim of organic solidarity. The lack of government resources and jobs leads individuals to feel alienated. These individuals do not have a place in modern society because of the lack of jobs and the improper assimilation that was inhumane in the first place, and did not fully incorporate the natives into the European Canadian society. In Durkheims book Suicide, he argued that people a more likely to kill themselves when they do not know what is expected of them.[4] He created categories of suicide that explain why suicide happens. One of his four types of suicide is termed anomic suicide, which he defined as: People are more likely to kill themselves when they do not know what is expected of them, where regulation is low, and they are largely free to run wild. This mad pursuit is likely to prove unsatisfying and, as a result, a higher percentage of people in such a situation are apt to commit this type of suicide.[5] It is evident that the general suicides in northern Canada can be linked to anomic suicide. The individuals do not have access to jobs or resources and live in a society that constantly promotes individualism. The lack of not knowing what to do with oneself, could lead to many existential dilemmas that repressed societies must confront. IV. Class Conflict In a contrasting sociological view, one could link a spike of suicides in northern Canada to the alienation of individuals from class conflict. Karl Marx argued that under capitalism, individuals become alienated from their family, friends, and coworkers, because of a constant conflict between the workers and capitalists. The workers or proletariat have a subsistent wage that merely lets them survive, the majority of natives living in northern Canada do not even have jobs because of an 85% unemployment rate. The natives could be labeled as the lumpenproletariat, or individuals that are below the workers, who may be constantly unemployed. While the lumpenproletariat is below the workers, they still are affected by the clash between the proletariat and bourgeoisie. The capitalists are constantly seeking ways to take advantage of surplus wages, which causes a conflict between the workers. The exploitation of surplus value leads to less resources for communities such as the northern nati ve Canadians. The lack of resources due to exploitation can be compounded with Durkheims organic solidarity, and anomic suicide to highlight the spike in suicides. Additionally, bourgeoisie dominant ideology dictates what norms/mores are to be assimilated by a community. These assimilations have created a cultural genocide for the indigenous population. V. Conclusion The indigenous of northern Canada have seen a spike in suicide because of anomic suicide and the sense of not belonging or knowing what to do in an organic solidarity paradigm. The rise in suicide can also be linked to the class conflict between the capitalists and the workers. Although, the majority of the natives are unemployed, they still are affected by the dominant ideology which dictates the norms that they were forced to assimilate. A young man by the name of Ernest Hemingway was born in 1898 and grew up in a suburb of Chicago Illinois. (Jones 416) His father was a doctor. As a boy, he and his father spent time together hunting and fishing in Michigan. (Brown 571) Hemingway wrote for his school newspaper. The Sun Also Rises was published in 1926 and was his first novel that made him a well-known writer. Hemingway loved to write about his adventurous activities. During the Spanish Civil War in the 1930's, Hemingway wrote For Whom the Bell Tolls. Many people thought this was one of his best novels. Hemingway later wrote a novel about showing the need to accept life with honor. In 1952 he published this novel entitled The Old Man in the Sea. (Jones 416) Hemingway won the Pulitzer Prize in 1953 for this novel. (Brown 571) Hemingway loved to experience nature. He loved adventure; and enjoyed hunting, fishing, and watching bullfights. Homerun king Mark McGwire has made a name for himself with hitting the long ball. He and Sammy Sosa, another alleged user has a hit an impressive amount of homeruns over the span of their careers. Canseco also called out former Texas Ranger Rangers teammates, Ivan Rodriguez, Jose Gonzalez, and Rafael Palmeiro. It has been shown from 1962-1987 that a 74 percent decline in infant mortality rates can be attributed to technological advances. (Journal of Economic Perspectives) However, distribution in developing countries is still in dire need of improvement. A major reason for lack of access to pharmaceuticals in developing nations is the size of the market and the lack of revenue that can be obtained from consumers there. As shown in Table 1 from the Journal of Economic Perspectives the US holds almost 40 percent of the world’s pharmaceutical market while Africa has only l percent. The market in Africa and other developing nations is significantly smaller, â€Å"Drug developers often do not even bother to take out patents in small, poor countries† (Journal of Economic Perspectives p70). Diseases in developing countries mainly infectious and parasitic diseases differ from the noncommunicable conditions found in more developed countries, the high cost of research and development and the low payback from consumers in developing countries deter pharmaceutical companies from investing time and energy into diseases that mainly affect developing nations. Developed nations spend an average of $4,000 per person per year on health while developing nations spend on average less than $20 per person. Such a large gap in health spending does not give pharmaceutical firms an incentive to provide research and development in these areas.

Medical records have been kept in files and folders, which causes difficulty in accessing and sharing information. This problem could be maintained with electronic medical systems. 2.) What people organization and technology factors are responsible for the difficulties in building electronic medical record systems? Explain your answer. Building an electronic medical record (EMR) system comes with difficulties. These difficulties include; people, organization and technology factors. The people factor in this involves, doctors, government agencies, insurance companies, and patients. For doctors the difficulty comes with the extended hours of training it will take for them to successfully use an EMR system. Doctors are already pressed for time and learning to successfully use an EMR system could take up to 20 hours of training. Government agencies play a big role in having a successful EMR system. The short term goal is for every medical facility to have an EMR system in place by the year 2015. The problem comes with the long term goal, of having a fully functioning EMR system nation wide. There are different systems that can be integrated into a medical facility, but not all of these different systems will be comparable with one another. This causes problems when it comes to nation wide accessibility. Insurance companies also play a role in EMR systems. With an EMR system claims will be able to be processed immediately. Another problem comes with people; some are worried about the confidentiality of online medical records. The organizations that are responsible in building an EMR system include many different health technology companies. These companies have developed many different health record structures. With all of these different structures available it puts limitations on the ability to become nation wide. While, this allows for medical facilities to have different options, it may not allow for it to become nationwide. This leads into the technology factor in building these systems. The technology within these different systems may not be compatible. Doctors and patients will have online access to there information within that facility, however it will limit what can be accessed with in other facilities. The goal is to make this work nation wide. With all of these different systems out there this is going to cause a huge barrier for this to happen. 3. What is the business, political, and social impact of not digitalizing medical records? Not digitalizing effects, physicians, hospitals, insurers, patients, and the US government. Physicians will continue to have to thumb through paper records if they do not digitalize medical records. This allows for error and the cost of time it takes to look through paper files. Having EMR systems gives the physician all the information they need regarding a patient at their fingertips. Hospitals will be able to reduce administrative and medical record keeping costs. With out an EMR system again errors are more likely to be made with in that hospital. Having paper files of medical records is no longer a reality. Insurers will continue to have the delay in processing claims, whereas with a digital system claims can be authorized in real-time. Patients will not be able to access medical records online and may cause error in what medications they need or are currently taking. As for the US government not digitalizing, this means continuing to have one of the highest costs for health care. 4. What is the business are social benefits of digitalizing medical record keeping? ​Going to an EMR system has countless benefits. It will allow for fewer errors for doctors and patients. All of the information will be at the fingertips of doctors and patients. Having this information that quick will allow for less time being spent thumbing through papers to look up past medical conditions or proper dosage. All the information will be right there for the doctor to see. Nothing will be overlooked because it’s at the bottom of some file, it will all just be there. In addition to this insurance claims will be processed right away. Healthcare cost could potentially be lowered because there wont be as many resources going to administrative and recordkeeping. If it becomes nationwide when people move to another state or go out of state for something, if they end up in a doctors facility all of there information is there. This allows for better more successful care for that individual. 5.) Are EMR systems a good solution to the problem of rising health care costs in the US? ​Healthcare cost will always be high. There is so much research and science within this field that the costs will never be low. However, having an EMR system can diffidently help. EMR systems will help the costs of health care in some ways. It may take time initially because of the training and implementation of the system, but in the long run it will reduce the cost of administrative and recordkeeping.

Electoral College System Essay

The President and the Vice President of the United States are elected indirectly by an institution known as the Electoral College. The U. S. Constitution provides the broad framework through which electors are appointed and by which they cast votes for the President and Vice President. In evaluating the contingent election process, some commentators have suggested that any threshold inquiry requires assessing how often contingent election occurs. If the results of a general election are frequently inconclusive, they increase the likelihood of contingent election. The democratic criteria require implementing reforms that bring the people into the contingency process. Critics of the Electoral College system argue that the presence of viable and well-funded third-party or independent presidential candidates, who may be able to garner electoral votes by carrying a plurality of the votes in statewide elections, increases the likelihood of contingent election. Analysis of criticism of the Electoral College system There are several shortcomings of the Electoral College as cited by the proponents of the presidential election reform. These shortcomings have raised justifications for reform or abolition of the current system. One of the criticism is on the Electoral College is the Electoral College deadlock of the contingent election. In this one, the 12th amendment provide that the House of Representatives should choose a president and the senate chooses the vice president by contingent election if the presidential and the vice presidential candidates votes have not reached a simple majority of the Electoral College votes. The election of the president by the House of Representatives happened only once on the February 9th, 1825 where John Quincy Adams was elected as President over Andrew Jackson. This election was criticized by some commentators saying that it brought about a constitutional crisis since the president was selected as part of a political corrupt bargain because some of the presidential candidates were disqualified from the contingent election. Critics claim that this election removes the choice of president and vice president voters (Whitaker & Neale, 2004). Another criticism is on the minority president which was expressed in the Electoral College misfire. In this one, the current electoral college system can result in the election of a minority president which states that the president can be one who wins the majority of the electoral votes even though he has lost the popular votes. This was experienced in the 1800s where three minority presidents namely, John Quincy Adams in 1824, Rutherford B. Hayes in 1876, and Benjamin Harrison in1888. The other criticisms are on the current methods of allocating electoral votes, the decennial census problem, and the faithless elector, presidential succession between nomination and inauguration, independent and the third party versus major party candidates. These criticisms have caused so many controversies that have made many people believe that the current Electoral College system is not a good system and therefore it needs amendment (Whitaker & Neale, 2004). Advantages of various reform proposals. The electoral college reform proposals include (1)the district plan, awarding each state two at large electoral votes to the state-wide popular vote winners, and one electoral vote to the winning candidate in each congressional district; (2) the proportional plan, awarding electoral votes in states in direct proportion to the popular vote gained in the state by each candidate; and (3) the automatic plan, awarding each state’s electoral votes directly on a winner-take- all basis to the statewide vote winners (Amar, 1995). The advantages to the electoral-vote system include its tendency to produce a clear winner. The constitution is however subject to change, allowing for the second vote in case of depressed voter turnout. Great leverage is also given to third party candidates by requiring the winner to have a majority and by this it calls for fair and just elections. A National Election Agency is incorporated in the system to run the vote. However, the government also comes in to help, where the National Election Agency has fewer powers under the government (Amar, 1995). Despite the fact that the president alone is elected by the people, doesn’t mean he can legitimately defy the law. It is good to know that the elections are fair in that a presidential candidate who stands in his campaign and wins with a substantial majority of votes from the American people does of course gain the mandate. The candidate who emerges with the most electoral votes has a fully legitimate claim to the office for the next four years (Amar, 1995). Disadvantages of various reform proposals. In the U. S there is a rule that, a candidate chosen on the Election Day may not be the president. Therefore if it happens that a candidate has failed to win the national popular vote, he might be sworn in as the president by the virtue of claiming more electoral votes on than his opponents. Therefore the main disadvantage of such kind of proposal, is that if the sitting president who lost in the popular vote is returned again to power after his rejection, then there will be a wide condemnation on the Electoral college as a wacky anachronism which will lead to extensive demands for the amendments of the constitution in order for the replacement of the electoral vote with popular election (Longley, 2008). Due to this kind of proposals, there is a possibility of not telling the exact winner since the constitution is the main source of authenticity. The main disadvantage here is that there might be a possibility of both candidates having different fundamental campaigns which give different issues of emphasis and making frequent appearances in different states. Another disadvantage for this proposal is the argument on which candidate to take office and who was chosen by an archaic and wholly irrational system. If the electoral system is replaced, by the popular vote election, since it is not irrational there is a possibility of embarrassment on the president opting to be chosen by this process (Dellinger, 2004). Another greatest disadvantage of the present system of voting in U. S is that there is a possibility that the candidate who receives the most votes from the nation (people) may not take office. Therefore the present president in office may face many challenges and offsetting values since he or she was not put in by the majority. The disadvantage of the constitutional system for choosing a president in the U. S is not perfect and needs to be changed and therefore the candidate who emerges with most electoral votes has full justified claim to the office for four years (Dellinger, 2004). Conclusion It is clear that once the candidate chosen by the people of the United States on the Election Day may not become president. The candidate must choose the constitutional rules currently in place. In the voting parties, the party that receives more total votes nationally wins the parliament while the one with fewer total votes chooses the Nation’s prime minister. The constitution however, is subject to change (Longley & Dana, 1992). Amending the Constitution to alter it would present a series of difficult questions: Will we give great leverage to third party candidates by requiring the winner to have a majority? Will we have a runoff, which might lead to depressed turnout for the second vote? Will we create a National Election Agency to run the vote and or leave it with the 51 governments who now run it? If those states report raw votes, will they somehow artificially increase the number of voters in the state or pad the totals—a temptation now avoided by having a set number of electoral votes for each state? Erick Erickson was a psychologist that was born in Germany and became famous for his Theory of eight stages of development. Erick believed there were eight influential stages in a human’s life. At each stage, a unique developmental task confronts individuals with a crisis in which must be resolved. According to Erickson the crisis is not a catastrophe, but a turning point marked by both increased vulnerability and enhanced potential.Key Words: psychoanalytic, psychoanalysis, Autonomy, Generativity, Stagnation ERICKSON’S PSYCHOSOCIAL THEORY 3. ERICKSON’S PSYCHOSOCIAL THEORY 4. Erik Erikson was born in 1902 near Frankfort, Germany to Danish parents. Erik found himself in quite an identity crisis while growing up. He was a blonde hair blue eye Jewish boy that found it difficul t to study in Jewish temple because of his looks. And in grammar school he was out casted for being Jewish. He also studied art and a variety of languages during his school years, rather than science courses such as biology and chemistry.He did not like the atmosphere that formal schooling produced, so instead of going to college he traveled around Europe, keeping a diary of his experiences. (Personality Theories, Dr c. George Boeree. ) After a year of doing this, he returned to Germany and enrolled in art school. After several years, Erikson began to teach art and other subjects to children of Americans who had come to Vienna for Freudian training. Erick than met a Canadian dance instructor named Joan Serson who was also teaching at the school where he worked. The couple married in 1930 and went on to have three children.In 1933 he came to the U. S. and took a teaching position at Harvard. In addition to teaching at Harvard he also had a private practice in child psychoanalysis. La ter he held teaching positions at Yale, San Francisco psychoanalytic, Austin Riggs center and the center for advanced studies of behavioral Sciences. He published a number of books on his theories and research, including Childhood and Society and The Life Cycle Completed. His book Gandhi's Truth was awarded a Pulitzer Prize and a national Book Award. Erick retired in 1970. He however continued to write, do research and occasionally lecture.In 1950 serious health problems ERICKSON’S PSYCHOSOCIAL THEORY 5. forced him into full retirement. Erick died in 1994 at the age of 91. (Personality Theories, Dr C. George Boeree. ) Erick Erickson was however probably known best known for is Psychosocial Theory. Erickson’s theory was one in which eight stages of psychosocial development unfold through out a humans lifetime. Each stage consists of a unique developmental task that confronts individuals with a crisis in which must be faced. (Santrock, 2008,16) The first stage, Trust vs. Mistrust, occurs from approximately birth to one year.Erikson defined trust as an essential trustfulness of others as well as a fundamental sense of one's own trustworthiness. He also said that some mistrust is necessary to learn to discriminate between honest and dishonest persons. If mistrust wins over trust in this stage, the child will be frustrated, withdrawn, suspicious, and will lack self-confidence. (Santrock, 2008,16) The second stage, Autonomy vs. Shame & Doubt, occurs between ages two and three. During this period it is important that the parents create a supportive atmosphere for their child so it can develop a sense of self-control without a loss of self-esteem.In this stage, Erikson said the child encounters rules, such as which areas of the house he is allowed to explore. (Santrock, 2008,16) The third stage, Initiative vs. Guilt, occurs between ages ERICKSON’S PSYCHOSOCIAL THEORY 6. four and five. This is the stage in which the child must find out what kind of person he/she is going to be. The child develops a sense of responsibility in which the child increases initiative during this period. If the child is irresponsible and is made to feel too anxious then they will have uncomfortable guilt feelings.Erikson believed that most guilt is quickly compensated for by a sense of accomplishment. (Santrock, 2008,16) Erikson's fourth stage, Industry vs. Inferiority, occurs between six years and puberty. This is the period in which the child wants to enter the larger world of knowledge and work. One of the great events and influences of this time is the child's entry into school. This is where he is exposed to the technology of his society: books, multiplication tables, arts and crafts, maps, microscopes, films, and tape recorders.However, the learning process does not only occur in the classroom according to Erikson, but also at home, friend's houses, and on the street. (Santrock, 2008,16) Components of Erikson's prior four stages contribute to the fifth stage, Identity vs. Identity Confusion. This occurs during adolescence. During this period the identity concern reaches climax. (Santrock, 2008,16) Erikson's sixth stage, Intimacy vs. Isolation, occurs during young adulthood. Intimacy with other people is possible only if a reasonably well-integrated identity emerges from stage five. The main concern of Erikson's seventh stage, Generativity vs.Stagnation, is to ERICKSON’S PSYCHOSOCIAL THEORY 7. assist the younger generation in developing and lead useful lives. When the individual feels that he has done nothing to help the next generation then they experience stagnation. The final stage, Integrity vs. Despair, occurs during late adulthood. This is the time in which the individual looks back and evaluates their life. If the previous stages have developed properly then they will experience integrity. If the previous stages have not developed in a positive way then they will feel despair. (Santrock, 2008,16)Ericksonâ₠¬â„¢s model has some advantages and disadvantages to it. One of the advantages is that it is a good model to follow in infancy and in early childhood when there is little or no communication being done between child and parents. The model sets a â€Å"measuring stick† to a child’s normal development that a doctor and parents can use to see if the child is developing behind schedule or ahead of schedule. This all also allows doctors and parents to possibly diagnosis a possible mental abnormality or learning disability. However I believe this model is good to use to assume only if a child is healthy.Once a child or adult is diagnosed with a mental illness of some sort the model cannot be really used anymore. The model also has limitations to it. As I mentioned in the prior paragraph once a child or adult is diagnosed with a mental illness the theory cannot be really only used to a degree. Dependent on what type of learning disability or mental disability the child or ERI CKSON’S PSYCHOSOCIAL THEORY 8. adult may have the person may not be able to recognize these developmental needs that happen throughout his or hers life.The adult or child will heavily depend on his or her caretaker to either support these developmental stages for them or the caretaker may have to be the one that actually supplies these needs and offers the reassurance that is needed to person’s stages. The relevance to society this offers is that it shows us how a healthy individual should develop through life. It is a model for us to follow to know proper developmental stages of a human being from infancy to late adulthood. It helps parents know what is the â€Å"norm† for there children and if maybe there is something developmentally wrong.In older adults it also helps us guide our way into later stages of life. It may help people who feel that they have not been successful in society feel that they are in the normal. They may see that they have developed and contributed to what the normal is expected. This paper helped me realize that there was such a model to develop developmental stages. I realize looking back to my adolescence years I have hit these stages and remember dealing with these problems. It also prepares me for what’s ahead and what to expect in later developmental stages.Being better prepared for my upcoming stages should make my transitions through them much easier. Disinvestment: Capitalism and Public Sector

DISINVESTMENT – BOON OR BANE INTRODUCTION 1. Public enterprises are neither new nor unique to India. In good old days, Kautilya in his ‘Arthasastra’ talked of a public sector. A person was made incharge of salt manufacture and fixing its price. Similarily there were people made responsible for mining, coinage and gold, all in public sector. Nowadays there is hardly any country that is not engaged actively and directly in the management of economic and industrial enterprises. Various names given to these enterprises are ‘Public Sector Undertakings’ or PSUs, ‘Public Sector Enterprise’ or PSEs, ‘Trading Corporations’, State Owned Enterprise or SOEs, Government Owned Enterprise or GOE etc. 2. The role of government in businesses and otherwise has been questioned in the past. Thoreau said , â€Å"That government is best which governs least†. The only purpose of government would be to protect its citizens from force or fraud. The protection from force, that is, the protection of individual rights, would be achieved through the use of a police force to protect the rights of citizens at home; a military, to protect the rights of citizens from foreign aggression; and a court system to enforce contracts and settle disputes between citizens. It is not government business to do business. The poor performance of government owned enterprises around the world led to a world wide withdrawal of government from businesses and coining of a new term called ‘Privatisation’. Privatisation process in India is euphemistically called ‘Disinvestment’ to make it palatable to those who consider privatisation a dirty word. Disinvestment or privatisation in India was initiated in 1991-92 by the Chandrashekhar government and carried forward by subsequent governments. AIM 3. The aim of this paper is to study various aspects of Disinvestment so as to conclude whether it is a boon or bane for India. SCOPE 4. The paper would be covered under the following heads:- (a)What is Disinvestment? (b)Capitalism, Socialism, Communism and Market economy. c)Genesis of Government Participation In business. (j)Disadvantages of Disinvestment. (k)Disinvestment-Boon or Bane. WHAT IS DISINVESTMENT 5. Disinvestment can be defined as withdrawal of state from production of goods and se rvices or transfer of ownership from the public sector to the private sector. CAPITALISM, SOCIALISM, COMMUNISM AND MARKET ECONOMY 6. Before we proceed further it would be worth our time to understand the concepts of Capitalism, Socialism, Communism and Market Economy. CAPITALISM 7. Capitalism is a political system in which factories, companies, land, etc. are owned privately in order to create profit for the owners. Prices of goods and services fluctuate depending on the desire of the consumer and the availability of the goods (the law of supply and demand). In a capitalist society their will be significant differences in wealth and power between those who have capital (machines, factories, ships, land, etc. and those who do not. 8. No one can say when capitalism first began. Clearly the development of capitalism was not revolutionary like that of communism. Instead it emerged gradually without anyone making a plan of what it should become. However, aspects of modern capitalism such as the stock exchange, banks and great disparity in wealth came about during the industrial revolution. 9. In 1776 Adam Smith, a Scot tish university professor, produced a book which described the workings of a capitalist society. He believed that a country's wealth depends on all people pursuing their own interests. If a person promotes his own interest he or she is unintentionally promoting his country's interest. Smith thought that governments should promote free trade and not interfere by protecting certain industries from competition. The only duty of governments, Smith wrote, was to provide services that couldn't be profitable like the building of roads, schools etc. 10. Capitalism means the complete separation of economy and state, just like the separation of church and state. Capitalism is the social system based upon private ownership of the means of production which entails a completely uncontrolled and unregulated economy where all land is privately owned. But the separation of the state and the economy is not primary, it is only an aspect of the premise that capitalism is based upon: individual rights. Capitalism is the only politico-economic system based on the doctrine of individual rights. This means that capitalism recognizes that each and every person is the owner of his own life, and has the right to live his life in any manner he chooses as long as he does not violate the rights of others. The essential nature of capitalism is social harmony through the pursuit of self-interest. Under capitalism, the individual's pursuit of his own economic self-interest simultaneously benefits the economic self-interests of all others. In allowing each individual to act unhampered by government regulations, capitalism causes wealth to be created in the most efficient manner possible which ultimately raises the standard of living, increases economic opportunities, and makes available an ever growing supply of products for everyone. The free-market operates in such a way so that as one man creates more wealth for himself, he simultaneously creates more wealth and opportunities for everyone else, which means that as the rich become richer, the poor become richer. It must be understood that capitalism serves the economic self-interests of all, including the non-capitalists. SOCIALISM 11. Socialism believes that the inequalities that exist in our society are unjust and that the minority of the population should not own the vast majority of the wealth. Socialists do, nevertheless, differ on ways by which this change should be achieved. Some believe that the change should be gradual, achieved through parliament, and others believe that the change should be rapid, brought about through revolution. 12. Karl Marx became the prophet and teacher of socialism whose writings transformed socialist thinking all over the world. Marx was a philosopher and an idealist Marx believed that man should labor not only for himself as an individual but for society as well. Implied in Marxist philosophy is the notion that man, being a social animal, has his destiny and his reality inextricably linked with his society. His analysis describes capitalism as the first stage followed by socialism and finally communism. Marx believed that socialism is an unrealised potential in capitalism and once most workers recognized their interests and became â€Å"class conscious,† the overthrow of capitalism would proceed as quickly as capitalist opposition allowed. The socialist society that would emerge out of the revolution would have all the productive potential of capitalism. People would be aided on the basis of social needs. COMMUNISM 13. The final goal, communism, toward which socialist society would constantly strive, is the abolition of alienation. A class-less society would be advantageous for the vast majority of the population. Communism, a form of government, inspires some people with the zeal of a religion. Communism in theory stands for total public ownership and rejects private property and personal profit. In practice, however, the state determines how strictly the doctrine is applied in any particular country. MARKET ECONOMY 14. The market economy idea is based on, or at least explained by, Darwin's theory of evolution. Companies are viewed as organisms in an ecosystem. A company with a successful formula will prosper and grow, spread its formula and ideas, while a company with a bad formula will wither and disappear. A profitable company can grow, or at least survive, while an unprofitable company will wither and die out. 15. Post Karl Marx, The fight against inequality was viewed as a fight by the collective worker class vs the individual entrepreneur. The individual who complements the group was seen as a contradiction. Some states evolved on this contradiction, wherein an individual was supposed to surrender his individuality and entrepreneurship for the state and the social security provided by it. On the other side of the world this fad for collectivism was viewed as a threat to its existing capitalist system which not only proved successful in the past, but also held promise for the future. It is this clash in ideologies which gave as a bi polar world of communism and capitalism. 16. Contrary to widely held beliefs, capitalism is not a system which exploits a large portion of society for the sake of a small minority of wealthy capitalists. Ironically, it is actually socialism that causes the systematic exploitation of labor. Since the socialist state holds a universal monopoly on labor and production, no economic incentive exists for the socialist state to provide anything more than minimum physical subsistence for the workers except to perhaps prevent riots or revolutions. Exploitation is inherent in the nature of socialism because individuals cannot live for their own sake, rather, they exist merely as means to whatever ends the socialist rulers — the self-proclaimed spokesman of â€Å"society† — may have in mind. Inequality is and progress are directly linked and progress always causes inequality. To reach for something high, we would have to stand on one another and not together on the same platform. GENESIS OF GOVERNMENT PARTICIPATION IN BUSINESS GOVERNMENT PARTICIPATION IN BUSINESS WORLDOVER 17. Before considering the need for disinvestment and why disinvestment, it is relevant to consider the main reasons for rise of state power world over. The following are few reasons for state power:- (a)Great depression of 1930s, unemployment and hardship. b)Rebuilding war-torn economies. (c)Redistribution of income, protection to the needy for ethical reasons. (d)Developing countries do not have markets in which individuals can operate and ill-developed private enterprise. (e)Rise of non-economic objectives (sanctions against apartheid policies, or restraining ethnic minorities dominating an economy). (f)Protect employment or ensure good working conditions. (g)Total lack of faith in markets and priva te ownership. (h)Cold war, wars among developing countries and border disputes. j)State investment in and the control of the strategic sectors of the economy was necessary for the economic development of those sectors and the security of the country. (k)Government stepping in to rescue certain enterprises, whose closure could result in significant loss of jobs. (l)An economic consensus around the world accepting public enterprises as an integral part of the economy, particularly to manage natural monopolies as also the core industries, like infrastructure, which in turn would promote rapid economic growth and the pace of industrialisation. GOVERNMENT PARTICIPATION IN INDIA 18. Before independence, there was almost no â€Å"Public sector† in Indian economy. The only industries worthy of mention were Railways, The Post & Telegraph. The Port Trust, The Ordnance and the Aircraft factories and few Government controlled undertakings. 19. In the 1948 Industrial Policy Resolution, the manufacture of arms and ammunition, production and control of atomic energy, ownership and management of railways became the State monopoly. Six basic industries viz. iron & steel, coal, aircraft manufacture, ship building, mineral oils, manufacture of telephone, telegraph and wireless apparatus were to be developed by the State. All other areas were left open to private initiatives. 20. Within a decade of laying down the policy parameters in 1948, another policy statement was issued in April 1956 by the Government to give a new orientation to the â€Å"mixed economy† concept. The passage of Industrial Policy Resolution of 1956 and adoption of socialist pattern of society as the national economic goal of the country built the foundation of the dominant public sector as we see it today. It was believed that a dominant public sector would reduce the inequality of income and wealth and advance the general prosperity of the nation. 21. The main objectives of setting up the Public Sector enterprises as stated in Industrial policy Resolution of 1956 were:- (a)To help in the rapid economic growth and Industrialisation of the country and create necessary infrastructure for economic development. (b) To earn return on investment and utilise generate resources for development. (c)To promote redistribution of income and wealth. (d)To create employment opportunities. e)To promote balanced regional development. (f)To promote import substitutions, save and earn foreign exchanges for the economy. 22. The 2nd Five year Plan document clearly stated that â€Å"all industries of basic and strategic importance, or in the nature of public utility services should be in the public sector. Other industries, which are essential and require investment on a scale, which only the state, in th e present circumstances, could provide have also to be in the public sector†. If further emphasized that, â€Å"the public sector has to expand rapidly. It has not only to initiate developments which the private sector is either unwilling or unable to undertake, it has to play the dominant role in shaping the entire pattern of investment in the economy†. The investment in public sector enterprises has grown from Rs. 29 Crore in 5 PSU on 01Apr 51 to Rs. 2,52,554 Crore in 240 PSU on 31Mar 2000. PERFORMANCE OF GOVERNMENT CONTROLLED ENTERPRISES 23. What was the outcome of government investment in business. Over a period of time, the States failed in achieving the goals and results for which State Owned Enterprises had been created. The following are some of the reasons for the same:- (a)Politicians govern the state and they serve group interest and not public interests. (b)Bureaucracy operates to maximise budget of individual departments, their own prospects and perks. (c)Expansions of state control resulting in the loss of economic and freedom and thereof-political freedom as well. (d)Regulation by state tends to serve the interest of regulated. (who capture regulators) rather than public. (e)Costs of regulation tend to exceed benefits of regulation. f)Supply by public authorities is inherently costly, inefficient usually in over supply, with less choice for consumers. (g)Developing countries have weak institutional structures for governments to operate services efficiently. (h)Public enterprises or state owned enterprises tend to be monopolistic, have no risk of closure and are liable to political and bureaucratic manipulation. (j)Property rights and transferability with gains or losses are important if owner s were to demand information and make the enterprise really accountable and efficient. 4. During the last ten years, the Tax-payer has had to give about Rs. 80,000 crore directly or indirectly to the public sector, so that it could survive. During 1999-2000 alone, the CAGs report on PSUs for 1999-2000 indicates that the tax-payer has taken a huge burden in one year alone which amounted to Rs. 23,140 crore for supporting PSUs. OBJECTIVES OF DISINVESTMENT 25. ‘Is the business of government business? ’- Easily the million-dollar question that plauged the minds of policy makers, intelligentsia and the public alike. The performance of PSUs world over led to introspection and a need for privatisation/disinvestments was felt. Technology and W. T. O. commitments have made the world a global village and unless industries, including public industries do not quickly restructure, they would not be able to survive. Public enterprises, because of the nature of their ownership, can restructure slowly and hence the logic of privatisation got stronger. Besides, techniques are now available to control public monopolies like Power and Telecom, where consumer interests can be better protected by egulation / competition. Therefore, investment of public money to ensure protection of consumer interests is no longer a convincing argument. Disinvestment aimed to achieve the following: – (a)Promote economic efficiency by fostering well functioning markets and competition. (b)Redefine role of the State in order to allow it to concentrate on the essential task of governing and to withdraw from activities, which are better suited to private enterprise. (c )Reduce fiscal burden of loss-making public enterprises, in order to help regain fiscal control and macroeconomic stability. d)Reduce the public debt. (e)Release limited State resources for financing or other demands, for example in the field of education and social health. (f)Generate new investment including foreign investment. (g)Mobilise domestic investments and deepen domestic financial development (h)Spread and democratise share ownership by encouraging it among individuals, making employees share-owners and by rising productivity through incentives for holding stock. GENESIS OF DISINVESTMENT PROCESS GENESIS OF DISINVESTMENT PROCESS – WORLDWIDE U. K (Post 1979) 26. Although the idea of privatisation has been around for a long time (Adam Smith wrote about it as long as 1762), privatisation has been tried widely since the mid 1970s. Privatisation first attracted world-wide attention in 1979 when the Conservative Government of Prime Minister Margaret Thacher began transforming the ailing U. K. economy by selling public holdings in industry, communications and other service sector areas. Since 1979, over 105 countries all over the world have initiated their own privatisation programmes. Following are the salient features of the privatisation programme in the UK:- a)Privatisation carried out in three phases (i)Phase I: Commercial enterprises (e. g. , British Aerospace) (ii)Phase II: Utilities (involved more complicated structural & regulatory issues) (iii)Phase III: Less commercial industries, mainly those performing socially desirable services and dependant on subsidies (e. g. , the railways). (b)Around 60 major businesses, representing 10% of GDP, transferred to private sector. (c)Fundamental issues addressed were:- (i) Ensuring commitment to the policy from the top of the Government. (ii) Setting clear objectives. iii) Careful planning. (iv) Engaging intermediaries-financial, technical and legal advisers. (d)Regulation & competition effectively used while privatising services and infrastructure. (e)Initially resisted both by consumers and employees. (f)However, consumers benefited from lower prices, greater choice & better service and productivity improved. (g)Employees too benefited in the medium term due to increase in economic activity, though some loss of jobs in the short run as productivity increased rapidly. Offered liberal opportunities to invest in divested shares. France 27. 8 large groups and 3 medium size banks were privatised. Shares divested to domestic public (about 50%), large shareholders (about 25%), employees (about 10%) & foreign investors (about 15%). 21 companies privatised, including 2 of the largest banks and 3 largest insurance companies. Shares divested to domestic public, large shareholders, employees & foreign investors in. China 28. Market reforms first started in 1978. Corporatisation and then listing on both domestic and foreign stock exchanges favoured for efficient large and medium size SOEs. Foreign investors permitted to invest in various infrastructure and utility businesses, including railways, toll roads, ports and power plants. In 1978, over three-quarters of industrial output was produced by the state sector. This fell to 34% by 1995. The collective sector increased from 32% to 37%, individual sector (small capitalist businesses) jumped from 1. 8% to 13% and others (including all other capitalist enterprises – local and foreign) leaped from 1. 2% to 16. 6%. Thus, the private sector grew at the expense of the state sector. Gradual stage-by-stage approach followed for reforming State Owned Enterprises (SOEs). According to the World Investment Report 1997, foreign direct inflows to China amounted to US $42. 3 billion in 1996. Some Other Countries 29. Some other countries which have undergone privatisation are :- (a)Eastern EuropeBulgaria, Czech. , Hungary, Latvia, Poland, Romania (b)Latin AmericaArgentina, Brazil (c)Far EastKorea, China, Philippines (d)S. E. Asia Malaysia, Thailand (e)South Asia Pakistan, Sri Lanka (f)Middle East & AfricaEgypt, Ghana, Kenya, Nigeria THE DISINVESTMENT PROCESS IN INDIA Genesis 30. A decade ago, the concept of privatisation as a catalyst was hardly acknowledged in India. Not long ago, it was nationalisation that was in vogue. Even international aid-donors such as the IMF and the World Bank had recommended a larger role for the public sector during the 1950s and 1960s and they refused to grant loans to those countries which did not have government-sponsored development programmes. Now, it is just the other way round. The prescription of privatisation is being sold, rather over-sold, as a panacea to cure our economic ills. India, for almost four decades was pursuing a path of development in which public sector was expected to be the engine of growth. But by mid-eighties their short comings and weaknesses started manifesting in the form of low capacity utilisation, low efficiency, lack of motivation, over-manning, huge time and cost overrun, inability to innovate and take quick decision, large scale political and bureaucratic interference in decision making, etc. But instead of trying to remove these defects and to increase the rate of growth of national economy, gradually the concept of self-reliant growth was given a quiet burial. The Government started to deregulate the imports by reducing or withdrawing import duty in phases. This resulted in dwindling of precious foreign exchange reserve to abysmally low level. The foreign debt repayment crisis compelled Government of India to raise loan from IMF against physical deposit of RBI gold reserve, on conditions harmful to the interest of the country. 31. Thus started the reversal of policies towards PSU. The Industrial policy of 1991 started the process of delicensing and except 18 industries, Industrial licensing was withdrawn. The market was opened up to domestic private capital and foreign capital was provided free entry upto 51% equity in high technology areas. The aim of economic liberalisation was to enlarge competition and allowing new firms to enter the market. Thus the emphasis shifted from PSEs to liberalisation, of economy and gradual disinvestment of PSEs. A paradigm shift of Government's economic policy orientation originated in 1991 from a foreign debt servicing crisis. Disinvestment Process 32. The Industrial Policy of 1991 limited the priority areas for the public sector to : (a)Essential infrastructure goods and services. (b)Exploration and exploitation of oil and mineral resources. c)Technology development and building of manufacturing capabilities in areas which are crucial in the long term development of the economy and where private sector investment is inadequate. (d)Manufacture of products where strategic considerations predominate such as defence equipment. 33. Congress Government in 1991-92 offered up to 20% of Govt. equity in selected PSUs to mutual funds and investment institutions in the public sector, as also to wor kers in these firms. The objective was to raise resources, encourage wider public participation and promote greater accountability. 4. As per Rangarajan Committee recommendations in Apr 93, there were only six Schedule ‘A’ industries where the Government might consider holding 51% or more equity, namely (a) Coal and lignite. (b) Mineral oils. (c) Arms, ammunition and defence equipment. (d) Atomic energy. (e) Radioactive minerals. (f) Railway transport. 35. The Common Minimum Programme of the United Front Govt in 1996 aimed for the following:- (a)To carefully examine withdrawal from non-core strategic areas. (b)To set up a Disinvestment Commission for advising on disinvestments issues. c)To take and implement decisions to disinvest in a transparent manner. (d)Job security, opportunities for retraining and redeployment to be assured. 36. Disinvestment Commission Recommendationsin Feb 97- Oct 99 aimed for the following:- (a)72 PSEs were referred to the Disinvestment Commis sion during 1996-99. The Disinvestment Commission gave its recommendations on 58 PSEs. (b)The Disinvestment Commission recommendations gave priority to strategic / trade sales, with transfer of management, instead of public offerings, as was recommended by the Rangarajan Committee in 1993. 37. In 1998-99, the govt aimed to bring down Government shareholding in the PSUs to 26% in the most of cases, (thus facilitating ownership changes, as was recommended by the Disinvestment Commission). 38. In 1999-2000, the Govt. aimed To strengthen the strategic PSUs, privatise non-strategic PSUs through gradual disinvestment or strategic sale and devise viable rehabilitation strategies for weak units. 39. On 16th March 1999, the cabinet approved classification of PSUs into Strategic and Non strategic. (a)Strategic PSUs: (i)Defence related (ii)Atomic energy related (iii)Railway transport b)Non-strategic PSUs: All other 40. Strategy for Non-strategic Public Sector Enterprises wasReduction of Government stake to 26%to be worked out on a case to case basis,on the following considerations: (a)Whether the Industrial sector requires the presence of the public sector as a countering force to prevent concentration of power in private hands. (b)Whether the Industrial sector requires a proper regu latory mechanism to protect the consumer interests before Public Sector Enterprises are Privatised. 41. In 2000 – 2001, the main elements Policy were:- (a)To restructure and revive potentially viable PSUs. b) To close down PSUs which cannot be revived. (c) To bring down Government equity in all non-strategic PSUs to 26% or lower, if necessary. (d)To fully protect the interests of workers. (e)To put in place mechanisms to raise resources from the market against the security of PSUs’ assets for providing an adequate safety-net to workers and employees. (f)To establish a systematic policy approach to disinvestment and privatisation and to give a fresh impetus to this programme, by setting up a new Department of Disinvestment. (g)To emphasize increasingly on strategic sales of identified PSUs. h)To use the entire receipt from disinvestment and privatisation for meeting expenditure in social sectors, restructuring of PSUs and retiring public debt. Utilisation of Proceeds 42 . In the Budget of 2000-2001 the Govt. outlined its aim for utilisation of the disinvestments proceeds as enumerated below. (a) Restructuring assistance to PSUs. (b) Safety net to workers. (c) Reduction of debt burden. (d) Additional budgetary support for the Plan, primarily in the social and infrastructure sectors (contingent upon realisation of the anticipated receipt). ADVANTAGES OF DISINVESTMENT 43. After disinvestments the following would be achieved: – (a)Releasing of huge amounts of scarce public resources locked up in non-strategic PSUs, for deployment in areas much higher on social priority, such as, public health, family welfare, education and social and essential infrastructure; (b)Stemming further outflow of public resources for sustaining the unviable non-strategic PSUs. (c)Reducing the public debt that is threatening to assume unmanageable proportions. d)Transferring the commercial risk, to which the tax-payers’ money locked up in the public sector is exposed, to the private sector wherever the private sector is willing and able to step in. The money that is deployed in the PSUs is really the public money; and, is exposed to an entirely avoidable and needless risk, in most cases. (e)Release of other tangible and intangible resources, such as, large manpower currently locked up in managing the PSUs, and their time and energy , for redeployment in areas that are much higher on the social priority but are short of such resources. f)Disinvestment would expose the privatised companies to market discipline, thereby forcing them to become more efficient and survive or cease on their own financial and economic strength. They would be able to respond to the market forces much faster and cater to their business needs in a more professional manner. It would also facilitate in freeing the PSUs from the Government control and introduction of corporate governance in the privatised companies. (e)Disinvestment would result in wider distribution of wealth through offering of shares of privatised companies to small investors and employees. f)Disinvestment would have a beneficial effect on the capital market; the increase in floating stock would give the market more depth and liquidity, give investors easier exit options, help in establishing more accurate benchmarks for valuation and pricing, and facilitate raising of f unds by the privatised companies for their projects or expansion, in future. (g)Opening up the erstwhile public sectors to appropriate private investors would increase economic activity and have an overall beneficial effect on the economy, employment and tax revenues in the medium to long term. h)In many areas, e. g. , the telecom sector, the end of public sector monopoly would bring relief to consumers by way of more choices, and cheaper and better quality of products and services. DISADVANTAGES OF DISINVESTMENT 44. Having seen so many advantages, what do we have on the flip side? Is disinvestments without any disadvantages? Some of the likely disadvantages could be:- (a)Non realisation of actual value of the PSU as the realisation would on unit potential and not assets held. The logic is similar to an old Fiat car in Delhi selling for less than what it would fetch as scrap. (b)Short term retrenchment occurs in order to increase efficiency. However, It is offset in the longterm by a profitable organisation creating more employment. (c)It is the wealthy who would buy the PSUs making them wealthier. Therefore, they inequality in society increases. (d)Creation of monopolies may take place. DISINVESTMENT-BOON OR BANE 45. After having seen the advantages and disadvantages of disinvestments, the ast performance of our PSUs, the non accountability of the Public sector to the Tax payer and the consumer we are sure that there is no doubt about the Disinvestment process being a boon for the nation. As the world changed in this era of globalisation, a country living in the past is doomed and economic slavery is not far behind. Proponents of anti-disinvestment campaign have a past record of pushing conglomerate like Coca-Cola out of the country, little realising that it all about creation of wealth by production and not about transfer of wealth to another country. For the poor to get rich, the rich must get richer and conversely for the rich to get richer the poor must get rich. It this is understood by one and all then the inequalities in the society become acceptable and progress becomes the norm of the day. Going slow on the disinvestments process would be to delay the progress of the country and turning around from it would only prove catastrophic for the economy and the industry. Effecieny is the keyword in the present day world and any thing produced inefficiently is at a cost that the nation has to pay one way or the other. It is better to give dole than to hire extra people and breed inefficiency. Let the government improve governance before it even thinks of Business. Let not the Pseudo profits earned by monopolistic mineral oil selling agencies like Indian Oil, HPCL etc cloud our vision. We have the example of BSNL, which when faced with private competition is coming out with innovative ideas to lure the customer, while in the past it was sleeping. CONCLUSION 46. Every time utopia is discovered in a system, utopia redefines itself. The process of corruption and correction is continuous. Same may happen with the concept of privatisation in the future. In retrospect, it is easy to fault the vision our leaders of yesteryears. If we need to fault them, it should not be for creating public owned enterprises but for killing the private enterprise by means of license raj, red tapism, lack of infrastructure, rules and rules for rules, corruption and capacity control. It remind me of a statement made by JRD Tata in one of his last interview and I quote â€Å" It is in this country that I was penalised for producing more†. I had not heard a sadder statement that day and stayed the saddest statement for a long time to come. Entrepreneur and the worker complement each other and need to co-exist. Today, government as an entrepreneur is passe. Yet, the indiscriminate pursuit of the policy, unmindful of the social setting is not without its failings. For in the interregnum, when the benefits of privatisation have not yet completely trickled down, we need sufficient social security mechanisms to ensure the poor do not turn poorer. We further need strong regulatory regimes and stronger competition laws concomitant with privatization in order to install the ‘consumer as king’, and prevent distortions in the functioning of the market by the big monopolistic players. A fine balance of these competing interests, with the ultimate goal of ‘public good’, which is essentially what the business of government is all about, should be the primary focus of any privatisation agenda.
